In 2003, we conducted research
and gathered information through discussions and
interviews with the St. Louis County Parks and
Recreation Department Steering Committee, several
community focus groups, interviews with community
stakeholders, site visits, a random sample phone
survey, and two town hall meetings. Community
mining revealed an older community with a desire
for a family aquatic center to provide an economic
boost to the area. Elderly residents were not
opposed; in fact they wanted a place to swim laps
and to take their grandchildren to swim. Three
outdoor leisure pool options with lap lanes were
developed for review. Operational cashflow was
determined for each option after extensive revenue
and expense analysis of each option was completed.
