The City of Colorado Springs has a long history of providing aquatic programming in the community. In the last 20 years the city had not reinvested in aquatic space and in 1999, Counsilman / Hunsaker & Associates was retained to develop a master plan for providing aquatics for the next 30 years. Three new facilities were programmed and developed. Each facility was focused on a different aquatic need in the community. At the completion of this study, Counsilman / Hunsaker & Associates was retained with Sink Combs Dethlefs to execute construction document and construction administration services. As apart of this service, CHA provided Launch Operations Training services.

* Cottonwood Creek wave pool, and Wilson Ranch Outdoor pool are facilities that were also incorporated in this study.
